AMEC's XIII Conference 2008. “Canada facing emergent multipolar geopolitics challenges” 8 - 10 October 2008, Guadalajara, Jalisco, Mexico. The international order has been deteriorating along with the weakening of the government and military power that Americans imposed to the world in this decade. Global actors are playing new rules.

China is acting as an economic power, eager for markets, resources and political influence. Latin America is experiencing aggressive and effective leaderships supported on populism and petroleum. The Middle East is suffering the consequences of a new war for the petroleum and the dispute of the transnational bank for keeping its hegemony in oil surpluses and on money from organized crime. Europe is coming back at the international arena. Russia recovers its independence as a player in the world balance.

America seems to be on an impasse. The Canadian role is more uncertain and its society seems to be loosing influence in the global context. Besides, its role in Latin America is circumscribed to an economic and commercial protagonism. Mexico used to be a traditional bridge among its northern and southern neighbors in the American Continent, now is trapped in the dilemma of what to do in the new stage of the NAFTA, starting in 2008, and is not able to use effectively its oil resources in the new geopolitical dispute.

Furthermore, the environmental problems, global warming, development of new information and communication technologies, and the growing power of organized crime force us to clarify the challenges that Canada and Mexico face in this emergent multipolar geopolitics.

The AMEC 2008 conference will provide an excellent opportunity to bring together researchers from all around the world to present and discuss their most recent results, and to reflect on the new realities that challenge the politics and values that identify our countries.
